If you live in Blue Mountain Beach, where can you legally take your dog onto the sand? Grayton Beach, Deer Lake and Topsail Hill Preserve all bar pets from their beaches. That leaves Walton County's public beaches, and they open to dogs only at hours the county sets. So a local dog's day has a set shape: trails and the path in the morning, the beach from 3:30 p.m. on, and a patio after that.
Every State Park Beach Nearby Says No
The parks around Blue Mountain Beach welcome leashed dogs, but only away from the water.
| Place | Where leashed dogs can go | Where dogs are not allowed |
|---|---|---|
| Grayton Beach State Park | Designated day-use areas and the campground, on a handheld leash of 6 feet or less | Beach, playgrounds, bathing areas, cabins, park buildings, concessions |
| Deer Lake State Park | The park, the picnic area and the nature trail north of 30A, on a handheld leash of 6 feet or less | Beach, boardwalk, state buildings |
| Topsail Hill Preserve State Park | Hiking trails and RV sites | Beach, tram, boardwalks, dunes, lakes and ponds, buildings, cabins, bungalows |
The pet rules are posted on each park's page at Florida State Parks. Topsail Hill has a hurricane-related notice right now too. As of Florida State Parks' notice dated October 29, 2026, the park was open for day use, but all overnight accommodations were closed because of Hurricane Isaias.
So when a Blue Mountain dog gets to the Gulf, it's a county beach under a county rule.
The County Beach Opens to Dogs at 3:30
That rule is Section 22-31 of the Walton County code. The current version is in an ordinance the Board of County Commissioners adopted on November 24, 2025, and it took effect on adoption. It starts by banning all animals from the county's public beaches. Then it carves out two exceptions: service animals, and dogs owned by Walton County property owners or permanent residents who hold a permit.
For permitted dogs, the text sets these conditions:
- Hours. Leashed dogs may be on the beach from 3:30 p.m. to 8:30 a.m. the next day.
- Control. The owner has to keep direct control of the dog on a leash.
- Waste. The owner picks it up.
- The tag. The dog wears its permit tag on its collar, or the owner carries the tag while on any public beach in the county.
- Beachfront homes. Owners whose property sits next to the beach must keep their animals from running loose on the wet sand.
The hours are the part that shapes the day. Through the late morning and early afternoon, roughly seven hours, the beach is closed to every dog, permit or not. The rest of the day and the whole night are open. For a household that walks its dog before work, the legal stretch ends at 8:30 a.m.
Breaking Chapter 22 is a civil infraction. The ordinance sets a $500 ceiling per offense and counts each occurrence separately. Citations can come from the Sheriff's Office or Code Compliance, and a conviction under Section 22-31 revokes the dog's permit.
A Permit Bought in November Covers About Nine Months
Every permit lasts one year at most and expires at midnight on July 31, no matter when you bought it. Older summaries of the rule mention a grace period into mid-August. The text adopted in November 2025 doesn't have one. A tag bought this November runs out at the end of July 2027, about nine months later, and a tag bought in early August covers almost a full twelve. Under the county's application, both cost the same.
The county's dog beach permit application lists these terms:
- Fee. $40 per dog for the annual tag, $10 to replace a lost tag, and a card charge of $3 or 3 percent, whichever is greater.
- Documents. A rabies certificate from a licensed veterinarian naming the applicant as the dog's owner, plus proof of county property ownership or residency. A lease of six months or longer counts.
- Where to apply. Online through the county's permit page, or at Walton County Code Compliance, 46 Coastal Centre Blvd., Santa Rosa Beach.
- Pickup or mail. The office handles pickup Monday through Friday, 8:00 a.m. to 4:30 p.m. Mailed permits can take two to three weeks.
If the home is owned through a company, the ordinance asks the applicant to show a controlling interest in the property, with a state document listing ownership percentages or officers. Permits can't be transferred, so a friend visiting with their dog can't borrow yours.
This guide is general information, not legal advice. Confirm the current fee and requirements with Walton County Code Compliance before you rely on them.
Mornings Belong to the Path and the Pines
Once the beach closes at 8:30 a.m., a dog's morning moves inland. Most of these places are within a few minutes of County Road 83.
The Timpoochee Trail. Visit South Walton describes this paved multi-use path along 30A as 19 miles long and lists leashed pets as allowed. It's the one dog-friendly route that runs through the middle of the neighborhood, so you can walk out the front door, head toward Gulf Place or Grayton, and come back.
Deer Lake State Park. This is the closest state land where a dog can walk a real trail. The nature trail north of 30A and the picnic area are open to dogs on a 6-foot handheld leash. The beach and boardwalk on the Gulf side are not.
Grayton Beach State Park. Designated day-use areas and the campground are open to leashed dogs, under the same 6-foot handheld limit.
Point Washington State Forest. According to the Florida Forest Service, the forest is open for day use from sunrise to sunset. Its listed address is 5865 E. U.S. Hwy. 98, Santa Rosa Beach. The Eastern Lake Trail starts off County Road 395 and has loops of 3.5, 6 and 11 miles. The Forest Service's general guidance is that leashed pets are welcome in designated areas of most state forests, and it suggests checking with the specific forest before you go.
A full day that stays within the rules looks like this:
- Before 8:30 a.m., a leashed beach walk with the tag on the collar.
- Mid-morning, the Timpoochee Trail or the Deer Lake nature trail.
- Midday, home, since no county beach allows dogs until 3:30 p.m.
- From 3:30 p.m. on, back to the sand at one of the two regional accesses.
- Early evening, a patio that welcomes dogs.
Where Blue Mountain's Two Accesses Stand After Isaias
Two regional accesses serve this stretch of beach. Blue Mountain Regional Beach Access, at 2365 S Scenic Hwy 83, lists restrooms, parking, a water fountain, ADA facilities and seasonal lifeguards. Ed Walline Regional Beach Access, at 4447 W Scenic Hwy 30A near Gulf Place, lists parking, an accessible boardwalk and restrooms, a picnic pavilion and beach wheelchairs.
Hurricane Isaias set both back. In an access status update dated October 27, Blue Mountain had its restrooms and dune walkover open and its power, water and trash service running, while debris crews were still at work. Ed Walline had its dune walkover and ADA route open and its restrooms, power and water back on. Its accessibility mat had not been reinstalled, though, and that could affect getting onto the sand. Walton County Tourism's Hurricane Isaias update page, last updated October 28, said many businesses were back to normal hours while some amenities and services were still limited.
An open access doesn't mean the water is safe. Earlier in the recovery, WJHG reported that double red flags close the water to the public, and it warned about storm debris and damaged flagpoles and boardwalks. For a dog that likes to go straight into the surf, check the flag before you unclip anything.
After the Sand, the Patio
30A.com's dog-friendly dining list has been updated through August 2026. It says the places it lists allow dogs on outdoor patios only. Here are its Blue Mountain Beach entries, all on W County Hwy 30A:
- Red Fish Taco and Trebeache, Red Fish Village, 2052
- La Loba's Bakery, 2217
- Johnny McTighe's Irish Pub, 2298
- Redd's Fueling Station, 2320. The dog patio is for drinks and cocktails only, with no food service there.
- Basmati's, 3295. Dogs are welcome on the screened patio, but seating is limited, so call ahead.
- Local Catch, 3711
- Goatfeathers, 3865
At Gulf Place and in Santa Rosa Beach, the same list includes The Perfect Pig at 7 Town Center Loop and Shunk Gulley at 1875 S County Hwy 393. A Paradise 30A guide from August 5, 2026 also recommends Local Catch, Goatfeathers, The Perfect Pig and Shunk Gulley, along with Chiringo and Black Bear Bread Co. in Grayton. Patio policies can change, and 30A.com's Isaias recovery report said that while most restaurants had reopened by October 13, some were still running limited menus, so call ahead before you show up with your dog.
For the hours when a dog can't come along, What's Up Dog? runs daycare and boarding at 180 Lynn Drive in Santa Rosa Beach, and that's its only location with overnight boarding. Grooming is offered only at its Miramar Beach location.
